This award seeks to recognize projects and initiatives that have contributed significantly to the use of Internet as a catalyst for change in Latin America and the Caribbean.

5 prizes will be awarded to projects and initiatives distributed between 4 following topics:

• Access - This includes initiatives that have expanded the fixed and mobile access to Internet through new technical and organizational formats and improve the quality of access based on accessibility issues, disability and linguistic diversity.
• Freedoms - This includes initiatives relating to freedom of expression, freedom of association, privacy, safety, consumer rights, new forms of intellectual property in the digital environment and a wide variety of Internet-related issues and human rights.
• Development - This includes initiatives that use the Internet to contribute directly to solving environmental and social challenges. It covers issues such as education, health, access to funding and environmental conditions.
• Innovation - Includes initiatives introduced technical innovations in any aspect of Internet development, both physical and conceptual. Among others, innovation in materials, devices, software and content standards and issues related to the development of the semantic web.

Also awarded a project for the best campaign 2.0 (most votes Project).
